Lost 800 hours of save data!?!

(Forza Horizon 4) So my dad is a Forza die hard through and through. He signed on to the PC Sunday morning and his cloud save failed. It promoted him to use a local save instead. He clicked local save and it basically restarted the game from the beginning. We have tried to get it to load from the cloud but it gets up to 98% and says failed. He plays on Xbox and on PC. We tried to test the Xbox version which does the same thing. I went into his console save data and deleted the local save file try to force it to read the cloud save and still, it's takes a while to sync but at 98% it says it failed. He has summited a ticket to Forza support and still hasn't got a response. How can this even be possible in the age of cloud saves and backups. He was damn near level 300 player and played basically every day since launch. I've read multiple other forums that this is a fairly common issue. It's mind boggling. Is his save game gone forever!? He may never play again if it is.

How to solve connection problems in Forza Horizon 4

Click the Start icon and click in the Search box.
Type cmd into the search box. You will see the cmd (Command Prompt) in the search window.
Hover the mouse over the cmd program and right-click.
Select "Run as administrator".
Enter these two commands one after another:

netsh interface teredo set state type=enterpriseclient

netsh interface teredo set state servername=teredo-debian.remlab.net
